i think he was way too involved in what she was doing, then signaling to her dog for it come to him...

he kinda crossed the line. and that could actually be seen as a threat - with him saying that he'd do something that she won't like, then telling her dog to come to him

he was basically playing games with Karen in the park, and needed a wake up call that he's not in a position to play those games with Karen in a park.
