It has to do with systemic racist portraitations of black people as lesser then. The attitudes towards black English just reflect attitudes towards blacks in general. But also people who sound Southern and rural are often assumed to hail from a lower socio-economic class. And in the olden days climbing the social ladder via education was not as frequent as today I would assume.

And I'm only saying that because you're not from America, so if you did feel like her education was in question by her accent in this video, I chop that up as you being from a different culture and only seeing glimpses of Black culture in America.
It's probably common, because of how we're portrayed. So I mean it makes sense.
