The song was an airplay only release -- and at the time, Billboard did not allow airplay only songs to chart on the Hot 100 - which is why it didn't chart on the Hot 100. It was another Top 10 R&B Airplay hit for her though. #4.
I think if it was released as a physical single out the gate, it would have gone Top 10 - Hot 100, for sure.
