Because the end of Phase 3 hasn't happened yet. They will most likely announce everything this summer, most likely at San Diego Com iui c Con or their own event. After The last Avengers hits theaters and shows the New Avengers roster and where they plan on taking the franchise.

Look at the confirmed release dates on the right. That's the only one that fits BP spot. The only movie they ever released in February.
