On the Spotify Desktop client, go to Settings and make sure "Show Local Files" is enabled, then click "Add Source" and choose the location of the songs you want to upload.

They should appear in a section called "Local Files." Add the files you want to a playlist. Then open Spotify on your phone and open up that playlist and click the Download version, then it'll be available offline on your computer and phone.
