Being predominately black genetically and simply being black identifying without being predominately black/African genetically are two different things.
Very possible his parent self identifies as black but may be half or 40% etc .which would leave him with 15-20%. We gotta remember how many people of Older generations in America strictly adhere to that one drop rule .... Especially when much of their mixture is from whites from slavery/rape . they will (understandably) not acknowledge it or "count" it.
