i think billboard is intentionally being edgy and "unexpected! not watcha thought huh?!" for engagement

like not so ridiculously outrageous that they'd seem incompetent or a complete joke, but just enough to spark a tea

and the first line of the post actually kinda makes the strategy super transparent (and almost too try-hard IMO)
