I don't know the gun laws in Baltimore but in DC carrying a concealed weapon isn't illegal. I'm sorry but if he was just playing with it and then when they announced themselves, decided to run away from them, there was no need for him to be shot. They could've simply called backup and kept on foot patrol, while one went to the car and drove looking for him.
