They're kinda equal here but Jojo has the edge imo
Tori has the cleaner, more agile voice, but I prefer Jojo with her soulful tone
and she's generally pretty clean and agile but has no stamina and gets hoarse easily
JoJo just has the better ear. Tori for everything else

Tori's ear is definitely better than JoJo by far. Tori is better in many ways. JoJo has a more full, stronger voice.

!!!!!!!! Jojo is way better than Tori. Tori doesn't really move me with her voice. She sounds like an average singer that I can find in a coffeehouse in the East Village or in Williamsburg and most of them are better than her too.
