On birth certificates women normally go by parents birth names not the married name. The birth certificates for all four of my sister's kids she has her maiden name on there instead of her husband's last name.

In the State of California, unless you are the individual, an immediate family member or a select class of other authorized persons, you cannot obtain a copy of a birth certificate.
