That article said it might be set in the 80s, the main titles are always based on the year of release.

GTA IV was set in 2008, V in 2013, etc

GTA 4 was a solid game too, I was hoping Niko Bellic would make his return to the franchise soon. The 2 stand alone games from 4 weren't that good.
