The Details

Not Income: The monthly cash payments would not count as income.
No Impact To Benefits: The monthly cash payments would not adversely impact anyone's ability to qualify for an income-based federal or state assistance program.
Would You Qualify?
Compared to the CARES Act, the Emergency Money for the People Act would provide financial support to more Americans. Why? There are several reasons, including monthly payments, higher income limits and an expanded definition of "dependent." Here's who would get a monthly cash payment under this proposed legislation:
Income And Age Requirements: Every American adult age 16 and older earning less than $130,000 adjusted gross income annually would receive $2,000 a month. This includes if you had no earnings or are unemployed.
Married Couples: Married couples earning less than $260,000 would receive at least $4,000 per month;
Dependents: Qualifying families with children will receive an additional $500 per child, with funds capped at a maximum of three children.
High School and College Students: High school students, college students and adults with disabilities who are claimed as a dependent would be eligible. The individual would receive the monthly payment and their parent or guardian would receive the dependent credit.
Paychecks: If you were not eligible for a stimulus check based on your 2018 or 2019 tax return, you can still be eligible if you submit at least two consecutive months of paychecks to verify your income.
Payment Examples
Let's assume that a single income tax filer has $100,000 of annual adjusted gross income. Let's assume that a married tax filer has $200,000 of annual adjusted gross income. Here are a few payment examples:
a) Single filer + 0 children: $2,000 a month
b) Single filer + 2 children: $3,000 a month
c) Married + 0 children: $4,000 a month
d) Married + 3 children: $5,500 a month
e) Married + 5 children: $5,500 a month (the $500 per dependent payment is only available for three children).
Will I get a second stimulus check?
As of now, there is only the one stimulus check that the IRS has started to send to millions of Americans. The IRS will continue to send paper stimulus checks according to this weekly schedule. While members of Congress and President Donald Trump have commented that additional stimulus may be necessary in the future, there is no second stimulus check currently. At this point, a $2,000 a month stimulus check is only a proposal and not law. Like any congressional proposal, Congress will debate the merits of the proposal and decide if it becomes law. If Congress authorizes another stimulus check, the check could be the same, similar or completely different than the original proposal. Stay tuned.
