He thinks its just ice. On the rocks doesn't mean just ice. It mean 1/2 an ounce more liquor in addition to ice.  So you get a total of 2oz in liquor instead of the normal 1.5oz in a shot.

this is true but at the end of the day its not common knowledge so i could see why he would be confused. he could've just asked tho
