Biden isn't trying to start a war with China.  He is defending Taiwan.  If China invade Taiwan, where most of the worlds semiconductors are made, then we would be in a world of trouble.  No more iPhones with China stealing the the tech.  That's why the US is currently investing in bringing foundries back here to the States, but it's gonna take a few years to get them up and running.
