First of all in the United States "white" or Caucasian goes beyond geographical Europe, as it is named after the Caucasus region, which is in Asia. Whites also have their origin in West Asia and North Africa btw.
Second Cuba, like all other "Latin" countries has been colonized and conquered by European nations Spain and Portugal. Hence the speak Spanish and Portuguese. The Portuguese and Spanish settled in these countries just like the British, French and Germans settled in North America (see USA or Canada) killed almost all of the native population and imported slaves from Africa. Just like in the US, they have blacks, whites, natives, (actually also Indian, Asian etc) and everything in between.
In Cuba these two are indubitably "blanco" which means white, and it is no coincidence since the white Cubans are usually the only ones that can even afford to travel to the States.
Speaking Spanish does not make you non-white or non-black. There are white Latinos, mulato Latinos and black Latinos and other race Latinos.
