I mean yea, the barber always puts rubbing alcohol on right after the cut, but the last two times I went the bumps came in a few days later :dead:

He obviously cut your "friend" with dirty clippers and for that reason alone they should never return.  :dead:

Everyone skin is different so not all products may work on you. Also, your "friend" may not have the luxury of having a close cut...he may have to maintain a shadow of some sort to avoid folliculitis.

Hygiene isn't the main issue, and alcohol only dries the skin.
He's cutting the hair in the wrong direction, the hair keeps growing back out and curling back into the skin.
Look for anything with sacliyic acid and/or tea tree it dries and dissolves the skin that's trapping the hair.
The Body Shop has a strong ass "Tea Tree Toner" in a green bottle, use that.

Well the best way is go with the direction of growth
Alcohol afterwards

I would slso use an acne lotion before bed

Or lotion mixed with tuneric powder

LOONA.

Get a good face scrub and exfoliate that area to do something about the stubble mess that growing the wrong way after he cuts it.

LOONA.

And switch barbers

I never heard of getting razor bumps from a barber cutting somebody's mess. He don't know what he doing.

He's probably cutting too close or using the wrong type of clippers for his hair
