Not necessarily. Did you see how MILITANT the government was with its lockdown? It's very believable. Democracy is actually a HINDRANCE in the fight against this virus if you ask me. In countries where the girls feel it's their right to go outside and defy lockdown orders, that's where the virus is harder to control.
