those are not the same thing. Rent is usually paid to the landlord/owner etc
sometimes first and last month of staying up front before you can even move in
a bill can be for anything: gas/heating electricity, cable/internet/phone etc
those are things that can get shut off, but can be reconnected
missing the rent gets you completely evicted

i think if this scenario included a man being asked to  pay rent, people wouldn't blink an eye about it.

Exactly! It's best to both move into a new space if someone has an issue paying "rent" to live with someone.
