There's a second video I just watched after scrolling down and it's horrible

He'd been expelled from school AND fired from his job for making weird comments and threats. FBI had been investigating him for nearly a year and cleared him like three or four times

I'm disgusted. I believe that once you're truly suspected of all these things, and there are multiple witnesses and accounts to confirm, then certain privelages need to be snatched or some of these people need to be straight up detained.
