It wasn't that they want u to believe Cyrus knew this would happen.. it was that they wanted u to believe that Cyrus put the bug in her ear indirectly... for her to get rid of Vargas .. so that he could be president and her the VP...
They stayed this entire season and it was on par with the edginess of season 2/3
