I honestly don't think this is on purpose. Bow wow doesn't like being ridiculed.  I think hes fallen into what alot of people who USED to be  famous do. His star is dim AF but he still wants to give the illusion of relevance and "poppin". He just fails at it........ miserably

It's quite sad.
He started really young.
No foundation created for him to offset the "dim-lit" days.
