I would definitely agree with this, except it would be hard to moderate the money on direct payments

I think it would have to be something as drastic as a black owned bank and all African-Americans getting a payout or account.

But even then, I'm sure Gucci will get their fair share

I'm here for a "packages" option. Where there are grants given specifically for things like 

Debt forgiveness package.

A 6 figure amount of money towards homeownership package

5 figure amount towards a business startup package

Free education up to a certain amount 

etc
