The legal breakdown
so he lost the civil case because he got an immunity deal and confessed to the crime because he knew he would get away with it by just spending a couple of million dollars. But part of the deal is he can't be sued in a criminal lawsuit. And somehow they didn't put the immunity deal on paper, the prosecutor only mentioned it in a press release.
So it makes sense the new prosecutor wanted to sue but you can't just use the testimony from the civil case and they should have checked what the immunity thing was about. They made a big mistake and it's sad these women had to go through this useless process. Even though it is morally wrong for this man to be free the legal part is when you want to put someone in jail you need very strong evidence which is difficult when the incidents happened a long time ago. It's just very sad.
