Bill lost the civil case and he confessed to committing a crime, but they gave him immunity for that confession. So he had to pay his victim money and didn't have to go to jail because they couldn't charge him criminally. But the administration for immunity was not done the right way, they only mentioned it in a press release and normally there's a process for it and you can't just easily create this immunity deal. So some new people at the court ignored the press release and started the criminal case, basically they ignored he was promised to never go to jail.
