Did some digging and Fox News seems to be the only outlet reporting it that way. Coupled with their anti-"Biden's America" agenda

Fox IS currently the only ones calling it a terror attack, but they did hurl their vehicle full of explosives into something willingly killing themselves. Doesn't quite sound like they accidentally steered in the wrong direction. Guess we will have to wait and see.
