hes obviously been registered for a while now in NY, since 1995
so what im guessing now is that he never told them he relocated...really his only true responsibility is letting the new state know he's there now (Cali)

very possible he just never got around to letting NY know he no longer lives at address in Queens
there's really nothing indicating this was a recent change of address.

each state has their own registry and unless you go out your way to make sure that address is removed after you relocate , you're prob just gonna stay on the site listed with the same address
