Because it teaches you to respect and submit to authority, and consider consequences for your actions. The threat of violence is very compelling.

Now, I do think there is a right way and wrong way to hit your kids. Everyone beating their kids isn't actually helping them. Further, I think you shouldn't rely of hitting as the ONLY, or even primary, form of discipline. To raise reasonable adults, you have to learn to talk to them and teach them in other ways. Especially when they get older.
Once kids are teens, I think hitting them is pretty useless except for flagrant offenses. If you did your job from birth to age 13, they really shouldn't need to be hit often, IMO. When my mom hit me during my teens, she was just channeling anger and pissing me off, instead of teaching me anything.
