she's always made music of substance. That comment you're alluding to where she stated, "Nobody makes albums anymore... they just throw out singles to see if they'll stick" was actually shading Rih

Most of beyonce's catalog is fluff but okay.  If she was making music of substance, so was Rihanna.
I would say that comment would be geared towards a ciara cause her albums are terrible but so are her singles, plus i doubt beyonce knows what a ciara album sounds like
