If Haiti was cleaned up and westernized, I'm sure it would thrive. Especially if they were self sufficient. All they need is a complete over haul.

Where would they get the money from?
The debt they are in is massive and I don't think they have any natural resources they can trade, and even if they did, the U.S would SWOOP in and lay claim
DR is doing fine because it's a popular tourist and holiday destination
Unless their debt can be written off and they elect a proper goverment, they have no hope

The Haitian Revolution was the only slave uprising that led to the founding of a state free from slavery and ruled by non-whites and former captives.[7] With the increasing number of Haitian Revolutionary Studies in the last few decades, it has become clear that the event was a defining moment in the racial histories of the Atlantic World.[8] The legacy of the Revolution was that it challenged long-held beliefs about black inferiority and of the enslaved person's capacity to achieve and maintain freedom. The rebels' organizational capacity and tenacity under pressure became the source of stories that shocked and frightened slave owners.[9]

Haiti?s legacy of debt began shortly after gaining independence from France in 1804. In 1825, France, with warships at the ready, demanded Haiti compensate France for its loss of men and slave colony. In exchange for French recognition of Haiti as a sovereign republic, France demanded payment of 150 million francs (modern equivalent of $21 billion).[1]






...Basically, the slaves rebelled, killed a bunch of slave owners, and took Haiti for their own country. Then France demanded that they pay them a ridiculous amount money for the loss of men and slave labor before they would recognize them as a country and say it was okay to trade with them.  The US helped France.  That's the major reason they're so broke.
