From a marketing point of view the best thing to do is

Release a STREAM only mixtape on (Apple, Spotify, Amazon music, tidal etc) to make sure she doesn't catch the fade of a flop album and go on a summer tour ...smaller venues and try to reconnect with her fans.
Have someone sit on stand by waiting on one of the minor league pop girls like Ariana, Selena etc to give her a call.

The difference is Missy mainstream songs were still based in hip-hop. Nicki literally ditched hip-hop for rap/sung pop.
