If we're really gonna have an honest discussion we have to admit there is a difference between screaming "fuck the police" and "Sir I'm reaching for my license and registration" during an interaction with law enforcement. One is asking for confrontation that may or may not have been in the cards for you that day, while the latter is realizing that this is still a White cop stopping you as a Black man so you need to watch it and follow the rules as best as you can.

The cop that stops you simply may want to meet their ticket quota that day. Why turn that into more than what it needs to be with an attitude of "Fuck it, he gon shoot me anyway so I might as well act a fool! " It's not a sensible way to approach the situation if it ever arises.

But, this guy is still doing the most with this presentation and hashtags.
