You're arguing that her voice hasn't depleted, but if it hasn't, where is the audio proof?

Give me one song vocally as impressive as "I Get Lonely" from 20 YO, Discipline or Unbreakable.  Janet was actually heavily working with a vocal coach for The Velvet Rope.  And her voice was in amazing shape.

Her upper range is pitchy as fuck now.  See: "Never Letchu Go".

"I Get Lonely", "Velvet Rope", "My Need" were Janet at her vocal peak.
