Not at all.
Their issue with Kim is that she thinks she's above the other women, yet wants to be on their show. This is the same woman who stormed off set a few years ago and vowed never to be around them again.
It's less about her hanging around Kroy and more about her using him as a getaway driver. Kim knows if she doesn't want to film, Kroy is right outside to whisk her away. If they are somewhere shooting a scene, Kim makes it known she is only intending to be there for a short while. She avoids vacations like the plague. Unlike the other husbands, Kroy doesn't shoot scenes with Kim or interact with anyone else.
The HWs are supposed to film together, vent and shoot scenes together, be stressed out together, be trapped outside the country together, and otherwise film their storylines and conflicts. That's the nature of the beast for the each franchise. Trying to find loopholes around that and not be engaged with the cast means Kim should not be on the show. They've been having the same gripe with her for years.
It's the same way people say Kenya shouldn't be on if she is not willing to show her husband. At least Kenya shows up to film and engage with the mess when the camera rolls. Kim tells Kroy to keep the engine runnin because she'll be right back in a few minutes.
