Nah.. I doubt it

They took the grant money that the University had available.
They also were employees who received tuition reimbursement, most employers who have a tuition reimbursement policy provide reimbursement on the non-grant portion of financial aid. So he was likely getting back a portion of any loans he took out.

It?s possible. It?s happened at PWIs too.

He probably can. Same way some convicted felons study law in jail in order of fight their convictions and when they come out become lawyers.
