What was the point of shutting down the EP idea just to end up working with him a year and half later?

Perhaps Chameleon got wind of the idea and tried to stop it. Maybe it got held up in that whole lawsuit thing. Maybe B&P was to test the waters to see how Chameleon would respond. Maybe.
