The "new" button is actually a built in feature for this forum software and doesn't rely on the chosen theme. I just tested it on blackstorm and it worked for me.
Maybe you kept clicking the topic title instead of the button?

Whenever I click new (on the black layout) it goes to the OP of a thread as well
