I think Jussie wanted to get a story out for attention, but didn't necessarily want to get police involved. He said Frank Garson insisted that they call the police after he told him.

I think maybe the lie kept getting bigger and more serious before he knew it.

But then again, of course the police would be involved if you put that kind of narrative out there. So idk...
