I haven't seen this vid in ages.

This was from Phil Collins' Urban Renewal project, which was mainly intended for the European market I guess. It scored #2 in the German single charts (sadly Brandy's last top 5 single in Germany).
Lil' Kim did a song for that album too, In The Air Tonite, which went #3 in Germany.
