A lot of assumptions going on because people mix up race, nationality, and ethnicity. This problem persists also because many people don't see "black American" as a distinct ethnic group. Definitely cultural smudging.

Yes you can be Puerto Rican and Cuban and be black... Black is a race and race basically deals with physical characteristics (appearance). None of them are African Americans which is what I think you are trying to get at.
