Keyword *incite . It's apart of human psychology in environments where chaos is present it makes people react. It's like the domino effect or momentum. All it takes is one and a wildfire starts. They know this, hence them sending on one of their own to get the party started.

and those usually aren't placed in higher income neighborhoods from my experience.
