Li was a teen.  I would think Bey, in her mid-30s, would know better than fawn over Nicki.  At least not publicly. 

Further, are more importantly, Nicki does not strike me as a "girl's girl."  Does she have any industry girlfriends?  She seems very catty and shady in her interviews.  Kim had many industry females to call friends. I don't know.  Bey hangs around NO ONE so it is weird she found a kindred spirit in this buffoon. 

Or maybe the Tidal explanation is logical.
