William Marston, her creator, was a psychologist who studied families and was a feminist. The lasso is based on his invention of the phonograph, which was basically the prototype of the modern lie detector test.
He also was in what could be considered a polyamorous relationship with his wife and live-in girlfriend, which was pretty taboo for his time. WW was also seen as somewhat taboo as people feared that she?d influence women to be lesbians, seeing as how Themyscira is kinda like a lesbian/feminist paradise. The gender and sexuality undertones in her mythos are part of what makes her unique, but a bit of a mixed bag.
No one has ever really been able to match the original quirkiness of the Golden age stories of Marston.
Marston reasoned that women came to be hated for the tendencies they were often praised for: tenderness, gentleness, etc thus becoming dissatisfied in their gender roles. So, he wanted to create a female character who had those qualities, but had strength, force, and power behind them.
His remedy for this was to create a female character with ?All the strength of Superman with the charm and allure of a beautiful woman?.

I do find it a bit ironic that she?ll almost have as many movie placements as WW, and they?re giving her an animated series before her, but the bottom line is that Harley only exists and was popularized by her relationship with Joker, who by extension only exists because of Batman.
