The unbalance started in the late 90's
Back in the 70's, 80's and 90's when African countries started gaining independence from their old colonial masters, A.A's always commended them for their efforts, even helped them, "Black Power" was a thing.
Africans in turn admired A.A's for the Black Panthers and Civil rights movements and tried to mimic that movement over there.
The inbalance started from when Western blacks began to show disdain for Africans (largely helped along by white people's narrative on Africa), those who left the continent felt they were better than those who couldn't afford to leave. Those who were born in the West didn't want to associate themselves with they were convinced were poor dirty, uncultured savages. Africans in return began to show disdain for their western counterparts who were often portrayed as ghetto and violent and lazy.
It's not really each people's fault.
