Well, I think Blaze is supposed to emulate the more upscale restaurants. And having worked in those kinds of establishments, they typically charge for every item (no matter how small). Often, gratuity is automatically applied too. Not sure what the facts are in this case though.

He thinks its just ice. On the rocks doesn't mean just ice. It mean 1/2 an ounce more liquor in addition to ice.  So you get a total of 2oz in liquor instead of the normal 1.5oz in a shot.
