this is a hood/poverty thing not a blk thing IMO

im sure most blk ppl in at least a portion of their right mind would look at the kids and smile

im super certain ppl that are doing this are in the minority and probably have a lot of crazy shit going on for themselves

every group has their bad apples and bottom of the barrel trash, and people who'll do anything for a quick buck - up to and including plotting against and killing a loved one.
