when they say "being investigated as a hate crime" it doesn't mean they're questioning IF it's a hate crime or not

it means they've identified a possible motive and are looking at the entire investigation through a "hate crime" lens, as opposed to another lens.

everything gets investigated. so an investigation doesn't mean they're clueless as to what went down
just means they're gathering evidence, facts and everything else they need to make sure all ducks are in a row

now if they said something like "the motive is unknown at this time" or something like that then it'd def be like ummmm...  in this specific case.
