it doesn't make sense to do it any other way.
imagine some psychotic rapist male being like "I identify as female btw" and have him placed with a bunch of vulnerable women
there's actually a few stories I've read about transwomen who still have a penis who were placed in the female population and they ended up raping women in there

if you have a vagina then you can be grouped with the women
another way to avoid any of this would be to.....stay out of jail? but apparently that's asking too much for some people
