sounds like a combo of heavy feet and shitty flooring/ceilings tbh
their beef should not only be with the neighbor but whoever manages that property

Reminds me of my 1st apartment
My cats would chase each other and I would constantly get noise complaints but they only did it during the day when I was at work so the landlord never did anything
