Racism that actually matters requires systematic power, which only whites possess in the Western World or all the world actually.

A black person because of his race will face disadvantages on the job market, with police, the law, his social status etc. because we live in a system that favors white people.

A white person saying a stereotyping comment is not racism, black people having no connection to the powers that rule the world and its economy, that is the result and cause of detrimental racism in today's world.
