Right, because there is a time and place for this type of ratchet bs.

Ain't nobody telling you to change and not be yourself. Just be appropriate in certain settings. Graduation has never been that kind of ceremony.

it's not the most "appropriate" thing to do but if there's no rule in place forbidding dances on the stage then they really have no grounds for withholding her diploma - other than their opinions and unwritten rules on what is "respectable" and what isn't

if the numbers say she earned her diploma that kinda overrules an opinion after that conclusion has already been made

but i'm sure she's gonna get her diploma if she hasn't already.

they're kinda just putting on a show for the gorls just like she did by "withholding" it.

I will say, at my graduation, we were warned that if we did anything like that, that they would hold our diploma until the beginning of the next school year.  They also told the audience that any screaming or clapping while names are being called would get them escorted out of the center (and trust me, they had police/security ready to walk people out). After the audience saw the first two people get escorted out, it was quiet in the bitch until the end when everyone was then allowed to clap.
